Update on SB 1041 – Invest Arizona

During a special session of the Arizona Legislature earlier this year, the House and Senate approved House Bill 2001 - Arizona commerce authority; business incentives - better known as the "Competitiveness Package."  The bill passed mostly along party lines, with all Democrats and a few Republicans opposed.  The Governor signed the bill on February 17th.

State leadership at all levels have indicated they are not done with economic competitiveness measures. State Senator Michele Reagan introduced a bill to complement the Competitiveness Package.  Senate Bill 1041 - Invest Arizona - recently passed out of the Arizona State Senate with the bipartisan support of 24 of the 30 senators.

SB 1041 now goes to the House where it will soon receive committee assignments.

We want to make sure and keep the momentum from the Senate going strong. Please contact your representatives in the House now. Let them know how important SB1041 is to economic development in Arizona.

·         SB1041 – Invest Arizona – passed the Senate by a 24-5 vote recently.
·         You will be discussing the program in committee or caucus soon.
·         This program is extremely important to creating quality jobs in Arizona.

Please find more talking points and information on SB1041 attached, as well as a list of the House of Representatives and contact information.  If you do not know your Senator, you can identify them via this link:

Finally, there are a number of other bills we are tracking that pertain to corporate income tax rates, the sales factor option, income tax credits and business property tax that are already contained in either SB 1041 or HB 2001 from the Special Session.  Since many of these provisions have already been enacted or are under consideration in SB 1041, we expect these bills to be used as amendment vehicles for unrelated provisions.
